Broken pre-configured actions with missing plugins may cause WSOD
Problem/Motivation
When disabling a module with action plugins, that have been used in pre-configured system actions, using one of those plugins, those action config entities may remain in the system and then ECA may cause a WSOD when trying to initialize that action plugin.
Proposed resolution
Catch and log such errors on the Drupal site and ignore the action.
