This will be refactored again later when the routing system is upgraded.

The current matcher is a temporary legacy shiv to support the old routing system.
Label it as such so that we can reserve the class name for the new and imroved
router.

b99d11fa introduced a $response_body parameter on drupal_page_set_cache(),
but that is no longer used. Remove it.
