Important fix for the Symfony inheretance

Implement switches to switch logging on and off, also to disable the event_scheduler delay and scheduled events.

Change to only use the event ID.

Fix up scheduled events on Terminate Event.

Move getName() to EventCommonInterface.

Add getName() to EventDelayInterface, and make the dispatcher signature correct.

Ensure getName() signatures match.

Completely updating the 2.x branch for D9/D10 only.
There are breaking changes between 2.1 and 2.2, all stemming from the dispatch code changes. Notably the need for a getName() method.

PHP7.4 or better. Moved code from module file to a service, and simplified it.

Fix the occasional error with writing the state to the DB. This is odd and shouldn't happen, but it does.
